Background & Mission

Raven Outcomes is an Indigenous-led fund manager that invests in the well-being of Indigenous

Communities across Canada. They act as a connector by bringing in private, philanthropic, and government capital. Notably, they structure Community-Driven Outcomes Contracts (CDOCs) and also provide strategic support, measurement tools, and independent evaluation. They build on a broader movement led by their sister organizations, Raven Indigenous Capital Partners, which opened private investment to Indigenous businesses, and Raven Indigenous Impact Foundation, which supports research, training, and ecosystem development.

Raven’s mission is Investing with Indigenous communities to grow solutions that create meaningful, measurable change.

Why is this capital needed?

Funding for Indigenous communities is usually slow, top-down, and not focused on what works. Raven Outcomes is changing that by putting communities in the lead and tying funding to real results.

This approach gives Indigenous Peoples more control, stretches public and private dollars further, and supports self-determination. It helps build stronger local economies, better housing and health, and protects the environment. It’s a practical, community-led path toward lasting change and true Reconciliation.

Financial Products

Their outcomes finance model brings together funding from government, philanthropy, and private investors to support solutions designed and led by Indigenous communities. These projects can focus on housing, health, clean energy, jobs, and more via CDOCs i.e. funding agreements where governments or other partners only pay if the project works. That means funding goes to what actually delivers results.

The Raven Indigenous Outcomes Fund I is a first-of-its-kind $50 million fund that uses outcomes finance to scale Indigenous-led solutions. It supports a growing portfolio of CDOCs in areas like clean energy and Type 2 diabetes prevention and wellness.

Impact looks like

Impact is measured using a combination of Western metrics and Indigenous-led evaluation practices, ensuring both rigor and cultural relevance. For example, in Northern Manitoba: Communities are leading a new diabetes prevention initiative using both Indigenous knowledge and Western medicine.
